The APSA Minority Fellows Program, which was established in 1969 as an effort to increase the number of minority scholars in the discipline, has designated more than 300 fellows and contributed to the successful completion of doctoral political science programs for over 70 individuals. The Association has refocused and increased its efforts to assist minority students in completing their doctorates by concentrating not only on the recruitment of minorities, but also on the retention of these groups within the profession.

As the countries of the world become more interdependent, the Robert Bosch Foundation recognizes the importance of familiarizing American professionals with the political, economic, and cultural environment of Europe and of the Federal Republic of Germany. To further this goal, and to strengthen the ties of friendship and understanding between the United States and Germany, the foundation sponsors a fellowship program that enables young American professionals to participate in an intensive work and study program in Germany. Although a prime goal of this program is the advancement of transatlantic relations, it also contributes to the participants' professional competence and expertise, and broadens their cultural horizons. The program provides young American professionals (ages 23-34) with two high-level work placements in the federal government and private sector in Germany. Three seminars taking place throughout Europe provide an in-depth understanding of issues facing Germany and the European Union today. Candidates are competitively chosen from the fields of business administration, economics, journalism, law, political science and public policy.

Women in Defense, A National Security Organization, established the HORIZONS Foundation to encourage women to pursue careers related to the national security and defense interests of the U.S. and to provide development opportunities to women already working in national security and defense fields. The scholarship program is intended to provide financial assistance to further educational objectives of women who are U.S. citizens either employed or planning careers in defense or national security areas. The foundation focuses on the following preferred fields of study for awarding scholarships: security studies, military history, government relations, engineering, computer science, physics, mathematics, business (as it relates to national security or defense), law (as it relates to national security and defense), international relations, political science, economics. Others will be considered if the applicant can successfully demonstrate relevance to a career in the areas of national security or defense.
Qualifications
Applicants must meet the following criteria. No exceptions will be considered. 1) Be currently enrolled at an accredited university or college, either full-time or part- time. 2) Undergraduate and graduate students are eligible; undergraduates must have attained at least junior level status (60 credits). 3) Demonstrate interest in pursuing a career related to national security or defense. 4) Demonstrate financial need. 5) Have a minimum grade point average of 3.25. 6) Be a woman. 7) Be a citizen of the United States.

The VEF Fellowship Program is one of the key components of VEF's mandate to enhance bilateral relations between the United States and Vietnam through international educational exchange programs that help improve Vietnamese Science and Technology (S&T) capacities. VEF provides fellowships to the most talented Vietnamese for graduate study in the United States in S&T. Fellows are selected through a highly competitive, open and transparent process. In order to produce young scientists and faculty for Vietnam, we strongly prefer Ph.D. candidates, who are recent university graduates, including young college faculty. Working experience or government affiliation is not required. Our fellowship is open to all qualified citizens of Vietnam, regardless of their gender, regional origin, and social or political background.
Qualifications
In order to apply, applicants must meet the following minimum requirements: 1) Vietnamese by citizenship and not permanent residents in, or citizens of, any country other than Vietnam; 2) College graduates with at least a Bachelor's degree in a field of science and technology (S&T) or college seniors pursuing a degree in S? 3) Overall Grade Point Average (GPA) from college of at least 7.0/10.0 or equivalent; and 4) TOEFL score (either International or Institutional exam) of at least 500. (A valid TOEFL score report is required, even if the applicant has a degree from, or has studied or lived in, an English-speaking country.)
